8. General accountability
- The Station Manager is responsible to the Board
of Directors for the supervision, planning, organization, direction and management
of CHSR FM.
9. Dimensions:

10. Nature and scope
- a. Environment of the position and functions
or services provided:-
- CHSR-FM is a campus-community radio station,
administered by a full-time paid staff of two, part-time paid staff of
variable number, and between 100 and 200 volunteer members drawn from
the UNB-STU campus and the greater Fredericton community.
- b. Functions performed by the Station Manager-
- The Station Manager is the representative
for CHSR Broadcasting Inc. When the Board is not sitting. The Station
Manager is one of two signing officers for CHSR Broadcasting Inc. This
responsibility can only be delegated to those staff identified under the
operating rules established by the Board of Directors. The Station Manager
is responsible for ensuring that CHSR-FM meets the terms of its broadcasting
license and is also responsible for all official correspondence with the
CRTC and other bodies involved in licensing and broadcast regulations.
The Station Manager is the public representative of CHSR-FM in its dealings
with students, staff and faculty of UNB and STU and the citizens of Fredericton,
their organizations and representatives. The Station Manager will attend
Board of Director's meetings as a non-voting advisor. The Station Manager
will supervise all full and part-time staff of CHSR FM.
c. Major challenges of the position-
- The Station Manager is ultimately responsible
for maintaining the financial viability of CHSR-FM. The Station Manager
must be capable of understanding GAAP. She/he must be competent in maintaining
the company's books, fulfilling payroll responsibilities in a timely manner
and ensuring a yearly audit be performed by a recognized accounting firm.-
- As CHSR-FM is primarily staffed by volunteers
the Station Manager must be able to fulfil the duties and responsibilities
of this post through effective cooperation with the volunteer management,
and through effective delegation. This will require skills in developing
and utilizing human resources, maintaining morale, delegating duties and
effectively supervising such delegates. It will be essential that a good
working relationship be maintained with the Executive Committee.
- d. Controls and accountability-
- The Station Manager's freedom of action is
constrained only by the terms of the license, Constitution, Mission Statement
and other policies of CHSR-FM. Though responsible to the Board of Directors,
the Manager will work with the Executive Committee in week-by-week management
matters. -
- The Station Manager will be responsible for
the hiring and dismissal of part-time paid staff. While the Board of Directors
maintains its privilege in hiring or dismissal of the Program Director,
the Station Manager is expected to provide the Board with a detailed report
specifying a recommended action. Although the discipline of volunteer
members is normally carried out by the Executive Committee or its sub-committees,
the Station Manager is ultimately responsible for dealing with serious
disciplinary matters, especially in those circumstances involving external
regulatory bodies.-
- The Station Manager is responsible for the
development of the annual budget for CHSR Broadcasting Inc. Input and
co-operation with the Executive committee in this process is imperative.
The Station Manager administers the operating budget.
- e. Contacts-
- The Station Manager will have regular contact
with the Board of Directors at its general meetings, and in the form of
a monthly written report. The Station Manager will maintain contact with
UNB and STU administrations and their corresponding student unions as
required. Likewise, necessary contact will be maintained with regulatory
and statutory bodies. The Station Manager shall also be responsible for
maintaining good relations with advertisers, and for networking with other
campus-community radio stations, other local radio stations, other local
media, and local voluntary and representative bodies, to ensure maximum
utilization of resources and the maintenance of a public profile for CHSR-FM.-
- The Station Manager is required to be present
at monthly Board meetings, where s/he performs an advisory role. The Station
Manager will normally be present at Executive Committee and General Membership
meetings in an advisory capacity. The Station Manager may also attend
any sub-committee meeting in CHSR-FM as observer and/or advisor.
11. Specific Accountabilities
- a. Finances-
- The Station Manager will confer with the
volunteer management (Executive Committee) with respect to administration
of the annual operating budget and financial planning.
Responsibilities include:

- i.Purchasing and invoicing. The Station Manager
is responsible for directing and authorizing these activities.-
- ii.Tendering and contracts. The Station Manager
is the signing officer for the corporation with respect to authorizing
tenders or assuming contracts with external organizations or individuals
on behalf of the Corporation. Though the development of any tender or
agreement and/or evaluation to any contract is done in conjunction with
the Board of Directors and Executive Committee, the Station Manager is
responsible for ensuring that the obligations and interests of CHSR-FM
are met and maintained in all contractual agreements.-
- iii.Administration of the Annual Operating
Budget. The Station Manager oversees the administration of the Annual
Operating Budget for CHSR Broadcasting, Inc. in consultation with the
Executive Committee. The Station Manager is responsible to the Board of
Directors, Executive Committee and Membership to provide monthly financial
statements with respect to the operating budget. These statements will
form part of the monthly report to the Board of Directors, and an addendum
to the minutes of the Executive Committee and the monthly General Membership
Meetings.-
- iv.Financial Planning. Both the Board of
Directors and Executive Committee are structured such that they are subject
to frequent turnover. The Station Manager provides a source of continuity
and therefore plays a principle role in both short term and long term
financial planning. In the short term, the Station Manager oversees all
advertising and fund raising activities. S/he has the additional responsibility
of revenue development and, to this end, should seek out new forms of
revenue in the forms of advertising, fund raising events, grants, brokered
programming, etc. In the long term, the Station Manager serves as an advisor
to both the Board of Directors and the Executive Committee with respect
to all capital development, new projects and funding arrangements with
external organizations to ensure the long term financial viability of
CHSR-FM.-
- v. Audits The Station Manager shall ensure
that annual audits of the Corporation are performed.-
- vi.Constraints on day-to-day expenditures.
The Station Manager may be required to present for approval non recurring,
non-budget expenses to the Executive Committee prior to purchase.
Items and repair expenditures in excess of $500.
- These restrictions are voided by demonstrable
immediate need by the station.
b. Management and Administration
-
- i.Supervision of Other Paid Staff. The
Station Manager is responsible to the Board of Directors for the supervision
of all other employees of CHSR Broadcasting, Inc. This includes the
Programme Manager, Sales and Advertising Co ordinator and any part-time
or seasonal employees of the Corporation. S/he is responsible for the
training of new employees, providing employee evaluations and counselling,
direction, discipline, and providing disciplinary recommendations to
the Board of Directors. The Station Manager is also responsible for
ensuring that a safe and positive work environment is provided for all
employees.
-ii. Hiring and Dismissal of Seasonal
and Part-time staff. In addition to supervision of employees mentioned
above, the Station Manager is responsible for posting/advertising
job descriptions for seasonal and part-time positions and co ordinating
hiring committees to perform candidate selection. In cases where funding
for the position is provided by an outside organization, as in a grant,
the Station Manager shall act as a liaison between the funding body
and the Corporation. Dismissal of permanent full-time staff by the
Station Manager requires the approval of the Board, usually by means
of an emergency Board meeting.-
- iii.Volunteer Management The Station Manager
is a resource to all volunteers and the Executive Committee in particular.
S/he serves as a consultant/advisor to the Executive Committee, especially
in the areas of budgeting, planning, license and legal obligations and
external relations. The Station Manager also provides training and counselling
to volunteer management and provides access to resources such as corporation
documents. To be able to perform this role it is necessary that the Station
Manager be available to the volunteers: this includes attending Executive
Committee meetings and General Membership meetings. The Station Manager
is responsible for executing policies set by the Executive Committee and
the General Membership Meeting provided they fall within the legal framework
of the station's license and corporate policy.-
- iv.Liaison to External Organizations and
Bodies The Station Manager serves as liaison between CHSR Broadcasting,
Inc. and external organizations: CRTC, IC, suppliers, the administrations
and student unions of UNB and STU, the Federal and Provincial governments.
In addition the Station Manager represents the Corporation to other media.
-vi. Monthly reports A monthly report to
the Board of Directors shall cover the following:
- Financial matters - state of the Operating
Budget detailing expenditure and income within each departmental account
- Personnel and management report Technical
report-
- vii.Insurance. The Station Manager is responsible
for ensuring that station equipment is adequately insured, that policies
are kept up to date with regards to liability and value, and that claims
are entered promptly.-
- viii.Technical overview The Station Manager
is ultimately responsible for ensuring that the station's equipment is
fully functional. The quality and continuity of CHSR-FM's broadcast signal
shall be an over-riding concern.-
- ix.Public relations The Station Manager is
the public representative of CHSR Broadcasting, Inc. and as such represents
the station in all dealings with the public, such as expressions of thanks
to public donors of funds, dealing with complaints, etc.
- d.Personal skills of the Station Manager-
- i.Organization. Reliability and Leadership.
The Station Manager should exhibit a high level of organizational skill,
be reliable and display the necessary leadership skills to motivate
and provide direction for volunteer management.-
- ii.Availability and approachability. The
Station Manager is required to be available to Paid Staff, Volunteers
and Members of the Board of Directors. In addition, s/he should be easily
approachable by volunteers, Directors, staff and outside groups and
organizations.

- iii.Knowledge. The Station Manager should
have a strong working knowledge of radio and campus/community radio
in particular. In addition, a basic knowledge of financing and bookkeeping
is required.-
- iv.Flexibility. Given the nature of campus/community
radio, flexibility with respect to routine and hours is an essential
characteristic required of the Station Manager. Dealing with volunteers
requires particular skills not necessarily identical to those criteria
used to assess managers within a traditional corporate structure.
Qualifications
Any candidate for the position of Station Manager
must have experience in community radio. Within community radio or equivalent
volunteer organizations, this candidate should also have demonstrated leadership
capabilities by the progressive, successful undertaking of positions of responsibility.
Education to the level of an undergraduate university degree or its equivalent
would be normally preferred, but the primary consideration must be a demonstrated
ability manage a small business, including bookkeeping, supervision, dependability
and diplomacy, as well as the ability to write clear and concise documents.
