The purpose of this policy is to coordinate and regulate CHSR FM's programming and programme schedule. This policy shall be administered by the Programming Committee. The committee is responsible for all programming on CHSR FM and scheduling of all daily, weekly, and special programming.
(1) Who may apply:
Any individual, group, or organization may apply for a programme on CHSR
FM.
The applicant/representative must be a member in good standing of CHSR FM.
(2) Procedure for applying for a programme:
(i) The applicant will complete a Programming Proposal and submit it to the Program Manager.
(ii) The proposal will be submitted to the programming committee for consideration.The Programming Committee will:
(i) Approve the proposal and recommend appropriate timeslots,
(ii) Approve the proposal pending a demo recording after completion of training seminars,
(iii) Approve the proposal with conditions which are to be explained in writing, or
(iv) Not approve the proposal and provide reasons in writing.
(3) Demonstration recordings:
(i) Upon completion of all required training seminars, the applicant will submit a demonstration recording of his/her proposed programme.
(ii) The demonstration will be reviewed by the Program Manager for compliance with content and skill requirements.The Program Manager will:
(i) Provide written feedback on the programme proposal to the applicant, and ask the applicant to re-record the demonstration
(ii) Ask the candidate attend further training seminars and to resubmit the demonstration,
(iii) Write recommendations regarding the demonstration for the Programming Committee's consideration.
(4) On-air placement:
(i) The Committee will recommend an appropriate time-slot(s) for the programme. Timeslots may be awarded with conditions set by the Committee.
(ii) The Program Manager will consult with the applicant to establish a regular timeslot and date for the first programme. Upon establishment of a timeslot, the applicant is considered a programmer and must adhere to the Programme Proposal, CHSR FM broadcasting policies, and CRTC broadcasting policies.
(iii) The programme will be on a one (1) month probation period, after which the programme may be reviewed by the Programming Committee.
(5) Absenteeism
(i) The programmer is responsible for the regular broadcast of his/her programme.
(ii) In case of a required absence, the programmer must:
(a) find a suitable programmer who can adequately fulfil the programme's objectives and requirements.(or)
(b) make arrangements to prerecord the programme, if possible for the timeslot.
(c) provide written or verbal notice of the replacement to the Program Manager.(ii) In case of an unforseen emergency, the programmer must
(a) Notify the Program Manager of the absenteeism or relevant department coordinator.
(or, incase Program Manager or department coordinator cannot be reached),
(b) Notify the preceding programmer.
(iii) When resigning from a programme:
provide written notice to the Program Manager at least one (1) week in advance of the last programme.
(6) Suspension and Removal of Programmes
(i) A programme may be suspended or removed from the programme schedule if,
(a) The programmer breaches CRTC or Federal Government regulations.
(b) The programmer breaches CHSR FM policies (both broadcast and internal).
(c) The programmer does not meet the objectives of his/her programme proposal as determined through programme evaluation(s). (see Programme Evaluation Policy)
(d) The programmer does not conform with requests of the CHSR FM Executive Committee or Programming Committee.
(e) The programmer is consistently late or absent.
(f) The programme has not successfully developed an audience.
(g) Any reasonable reason as determined by the Executive Committee or Programming Committee.(ii) Under normal circumstances, removal of programmes will follow the following steps;
(a) First incident: a written or verbal warning will be issued to the programmer stating reason(s) of concern or policy(s) breached.
(b) Second incident: a written notice of warning will be issued to the programmer stating reason(s) of concern or policy (s) breached. The programme and/or programmer may be suspended for a specified period of time. Suspensions will normally require the re-application for a timeslot.
(c) Third incident: a written notice of removal of the programme and/or programmer will be issued to the programmer. Terms of removal will be for one (1) year, or as determined by the committee.(iii) In case of an emergency, a programmer may be removed on-the-spot by Paid staff, any member of the Executive Committee or Programming Committee. Procedure at any stage of section (ii) will be pursued.
(iv) All written notices from or on behalf of the Programming Committee will explain that decisions made by the Programming Committee may be appealed to the Executive Committee.
(v) Progammers will be given an opportunity to respond to warnings or notices at the Programming Committee's next meeting.

1. The Monitor will normally be a member of the Programming Committee. However,
arrangements may be made by the committee for special evaluators, eg. listeners,
other members, etc.
2. The Monitor may evaluate the programme:
(i) off-air (live or recorded)
(ii) air check recording (voice only)
(iii) Program and Music Logs
or any combination of the above.
3. The Monitor will use the Programme Evaluation Form in evaluating programmes. These forms will be saved for future reference.
4. The monitor will present a copy of the completed Evaluation Form to
(i) Programming Committee,
(ii) Programmer,
(iii) Relevant department coordinator (if necessary).
5. Recommendations made by the Monitor are not binding upon the Programming Committee, Programmer, or the relevant department coordinator.
