The community it endeavours to serve includes students,faculty and staff of the university, and the general population of the Fredericton- Oromocto area.

CHSR FM's primary goal is to provide access to the public airwaves to promote free artistic, cultural, and socio-political expression by members of the community through the medium of participatory radio.

Towards this end, CHSR FM will attempt to :

• provide information and entertainment that is generally an alternative to mainstream, corporate controlled media
• promote balance in the broadcast system by providing access to the media for individuals or groups to present ideas, views and cultural programming not readily available from other media sources.
• represent the views and interests of all members of society,including under-represented groups, visible minorities and the disenfranchised, and promote socially positive and responsible attitudes in our society.
• create an awareness of global, national and local issues that effect us all, attempting to stimulate the free flow of information and debate between members of society.
• provide technical and stylistic training for individuals interested in further pursuit of a career in broadcasting or other media.
  

As the primary funding source is the students of UNB and STU, and the operations campus based, special emphasis will be placed on information and programming aimed at students. However, this in no way will preclude the involvement of community members in the broadcast activities of the station. The station will attempt to provide an information and cultural link between the university and local communities.

Management and staff of CHSR FM will act in accordance with the Statement of Principles and the Policy on Broadcasting Standards.

Control over the broadcast operations will be maintained by the Board of Directors of CHSR Broadcasting Inc., a non-profit company with representation from various constituent groups.
